Board of Appeals

In order to hear and decide appeals of orders, decisions or determinations by the BUILDING OFFICIAL relative to the application and interpretation of this code, there was established a board of appeals. The BUILDING OFFICIAL shall be an ex-officio member of this board but shall have no vote on any matter before the board. The board shall be appointed by the Board of Supervisors and shall hold office at their pleasure. The board has adopted rules and procedures for conducing its business and shall render all decisions and findings in writing to the appellant with a duplicate copy to the BUILDING OFFICIAL.

Building Code Official is Terrance Best, Zoning Officer.  Board Members include Jeff Krevey, Brian Giambra, and Joseph McCullough.

Zoning Hearing Board

The Sewer Authority of Pittston Township (The Authority) was incorporated in 1966 under the Municipality Authorities Act of 1945 P.L. 382 of the Commonwealth of Pennsylvania pursuant to a resolution adopted by the Board of Supervisors of the Township. The Authority was formed to acquire, construct, improve and maintain a collection facility which constitutes the sewer system situated in the Township.

A yearly fee of $10 is charged to RESIDENTIAL users per equivalent dwelling unit (EDU) and COMMERCIAL CUSTOMERS are billed on a usage basis. There is a one-time tap in fee for new customers.

The Authority appointed the Wyoming Valley Sanitary Authority as its billing and collection agent. RESIDENTIAL customers are billed on an annual basis and COMMERCIAL customers are billed quarterly.

Revenues generated from the sewer collection system are used to defray costs of maintaining, improving and expanding the sewer system. In accordance with the Open Records Act, audited financial statements are available upon request.

Board Members include Joseph Sperrazza, Secretary/Treas., Michael Kristula, James Hastie, Sam Montagna, and Larry Grassi. Monthly meetings are held the FIRST TUESDAY OF EACH MONTH at 6:00 PM at the Township Municipal Building.

Recreation Board

The Board of Supervisors established the position of Park and Recreation Director. Duties of the Director include the planning and administration of all the activities and classes sponsored by the Park and Recreation Board and the rental of the Park and its facilities. The meetings are held at the Recreations Board discretion.

Officers include Don Taroli, President, Al Zangrdi, Vice President, Anita Lopresto, Secretary, and Tammy Galli, Treasurer.  Board Members include Nicole Dauchert, James Hastie, Mary Ann Rinaldi, and William Rinaldi.

Planning Commission

All subdivision and land development plans must be submitted to the Pittston Township Planning Commission for review and recommendation prior to review and action by the Board of Supervisors. The primary purpose of the review is to ascertain that all requirements of the zoning and subdivision/land development ordinances have been met.

The Planning Commission considers the reviews and recommendations of the municipal engineer and the Luzerne County Planning Commission. The Commission will also determine that the subdivision or land development plan is in conformance with the goals and objectives stated in the Comprehensive Plan. After review, the Commission will recommend an action to the Board of Supervisors. All plans require approval from the Supervisors prior to being recorded at the Luzerne County Courthouse.

Three residents are appointed to the Planning Commission by the Supervisors for four year terms. Commission Members include Anthony Cook, John Cosgrove, Geoff Baumas, Len Bee, and Ronald Marcellini.

Meetings will meet on the second (2nd) Wednesday of every month. The meetings will be held at the Pittston Township Municipal Building at 7pm. If the second Wednesday falls on a holiday the meeting will take place on the following day (Thursday) at 6:30pm. Administrative Review Fees payable to the “Pittston Township Planning Commission”. Technical Review Fees payable to “Pittston Township Planning Commission Engineer”.

All fees will be paid by the applicant to Pittston Twp. Engineer in reimbursement for all review and technical data and any and all expenses incurred by engineer related to the submission. Applicant is responsible for all fees to other governing agencies having jurisdiction over the submission. *Fees determined by the number of lots created, including the residual lot.

Board of Auditors

The Board of Auditors is comprised of three elected Township residents. Each term of office is six years. The Second Class Township Code, Section 901, outlines the duties of the Auditors:

  • The board of auditors shall meet annually at the place of meeting of the board of supervisors on the day following the day designated by this act for organization of the board of supervisors, and they shall organize by the election of a chairman and secretary.
  • The board of auditors audits, settles and adjusts the accounts of all elected or appointed officials of the township and its boards or agencies that received or disbursed funds of or owing to the township during the immediately preceding calendar year. The board of auditors shall determine the compensations for the current year authorized in section 606 for supervisors employed by the township.
  • Two auditors shall constitute a quorum.
  • The auditors shall make an audit of the dockets, transcripts and other official records of the district justices to determine the amount of fines and costs paid over or due the township, and the dockets and records of the district justices shall be open to inspection by the auditors for that purpose.
  • Unless otherwise agreed to by the board of auditors and the officer being audited, the audit shall be conducted at the place the records of the officer are normally kept.

The Township can request, and with the approval of the elected auditors, have an annual audit performed by an independent accountant.
