Office of Administration

The Township’s government is organized in such a way that the governing body, consisting of three supervisors elected to office by their fellow citizens, effectively represents the best interests of Pittston Township’s citizens by engaging a full-time administrator to actively manage and supervise the Township’s workforce, guided by the supervisors’ collective leadership and initiative.

The administrator routinely interfaces with department managers, who are appointed by the administrator to manage the various departments of the Township’s government, including administration, finance, zoning and code enforcement, planning, parks and recreation, law enforcement, and public works. The administrator additionally represents the Township in dealings with professionals and contractors who provide specialized services to both the Townships government or to its residents, e.g., engineering, construction, technical support, financial auditing, legal counseling, trash collection, water and wastewater treatment, and street sweeping.

Regardless of our government’s success in delivering municipal services, one cannot overlook the enduring and underlying basis for Pittston Township’s past and continuing success, which lies within its business community. The very foundations of Pittston Township are rooted in business development and economic investment, essentially the tangible products of our community’s business leadership, men and women of vision, intelligence and experience who have set the stage for others to succeed and benefit from their work.

Office of Code Enforcement

The Township of Pittston has established, maintains, and is responsible for the enforcement of a variety of municipal codes, township ordinances, and rehabilitation programs that have been created to promote the health, safety, and welfare of the citizens of the Township of Pittston. The Code Enforcement Office enforces the International Code Council, International Building Code, International Residential Code, and the National Electrical Code regulations for its various building/plumbing/electrical inspections.

The Code Enforcement Department also promotes and maintains a safe and desirable living and working environment by the enforcement of the codes and use of rehabilitation programs that will enhance the quality of life in our Township and help maintain healthy neighborhoods free of unsightly or hazardous conditions that can have a negative impact on surrounding property values. The Code Enforcement Office also works with neighborhood associations, public service agencies and other Township departments to facilitate voluntary compliance with  laws and codes, assist community self-help programs, develop public outreach programs, and establish community priorities for enforcement programs.

The Township of Pittston requires all commercial renovations, fit-outs or construction plans to be reviewed by the building code official and a third party agency, contracted by the township, before permits are issued.

Department of Public Works

The Department of Public Works is here to maintain the appearance of Pittston Township to make the residence and business owners proud of their community. Our employees take great pride in their job. The Department’s success relies on the specialized clusters that handle different functions within the township.

Public Works has a crew whose primary function is to maintain public areas by cutting grass and preserving grounds throughout the township. We also provide brush, grass & leaf pickup at the curbside of each residence. (Please do not mix the piles as our equipment is designed for these items only.)

MS-4 Stormwater Management

As of January, 2019, The Wyoming Valley Sanitary Authority (WVSA) assesses a storm-water fee with payment due each quarter. The fee will be used to support compliance with an unfunded federal mandate requiring reduction of storm-water pollutants in our local waterways.

In 2016, the Department of Environmental Protection (DEP) labeled approximately 19,000 miles of rivers and streams in Pennsylvania impaired for water supply, aquatic life, recreation, or fish consumption. Storm-water runoff is one of the biggest reasons for impairment.

Using a square footage of impervious area (IA) range, the average residential property will be charged a monthly storm-water fee of $4.80. All stormwater fees will be placed in a dedicated fund used only for WVSA’s Regional Storm-water Management Program.

Office of the Tax Collector

The Tax Collector is elected every four years and must reside in the Township. Section 1001 of the Second Class Township Code provides for the powers and duties of the Tax Collector as follows:

  • The tax collector shall collect all county, township, school, institution district.
  • HA Berkheimer & Associates is designated in the tax-levying ordinance or resolution or be employed by the tax-levying authority to collect taxes levied under “The Local Tax Enabling Act.”
  • The Tax collector shall exercise all the powers and perform all the duties and be subject to all the obligations and responsibilities for the collection of taxes as are conferred upon tax collectors by law.
  • The Pittston Township tax collector is responsible for the collection of real estate taxes.
  • e-Collect is responsible for collection of Mercantile Taxes
